After reviewing your post, it sounds like you want to setup a scene with Home and it is covered and you cannot see the Accessories.
There are a few things we can try to try to get them to show up.
First, since the app is not responding correctly we can try closing the app. See if the issue persists when you reopen the app.Force an app to close on your iPhone, iPad, or iPod touch - Apple Support
Second, we can try restarting the iPhone and see if it still happening.Restart your iPhone, iPad, or iPod touch - Apple Support
If it is still covering the accessories you can try to delete the Home app and redownload it from the app store.

Add a previously removed built-in app

Sep 17, 2016 6:24 AM in response to irina_wby dynastykai,None of the suggested options work. It also happens on my iPad mini 2 &
iPad 4 as well.
The only way I got around since it displays the scenes A-Z i changed my
scene name to "A Light turns on" selected it and renamed after.
There is some UI issue on that screen that is not displaying properly the
function works if it wasn't half gray
