The problem started today and is not a user device problem. I suspect that my issue is ios10 developer problem as I can't update Facebook or google maps due to not connecting to iTunes Store. I am still using ios9.3.5 since there were reported issues with ios10. I have signed out and back in to my Apple ID with no issues, I just can't access the iTunes Store. Please investigate this issue.
