iPad web data will not clear

My wife has had a new iPad Air 2 for about a month, and we've upgraded it to the latest version (10) of iOS. Last night, she used Safari to search for something on the History Channel Web site. When she'd finished, up popped a box congratulating her: She been chosen to receive a $1,000 gift card. Imagine that ... . I got that nuisance to go away, and I went to Settings to clear her Web data. That's when I discovered another problem.

In Settings —> Safari, I tapped "Clear History and Website Data." Then I tapped on "Advanced —> Website Data" and saw a single item, "jalopnik.com." I then tapped "Remove All Website Data." However, jalopnik.com refused to go away. I've tried over and over—I also restarted the iPad—but nothing would make it disappear.

I visited the site (something about cars I've never heard of), and I know it's nothing that my wife has any interest in. I think something sneaky is going on—something potentially malicious. How do I deal with this?

Thank you, Jimmy, for your very prompt response. I followed your suggestion, and the offending Web data is still present. I was eager to report the problem directly to Apple, but I seem to have hit a snag. I followed the link, and found the link to the bug reporting tool. I tried to log in, but it appears that I need to have an Apple developer account. I thought to myself that it wouldn't hurt to have such an account, even though I've never thought about building apps. I started building my developer account application, but I stopped short when I discovered that it would cost $99!

Did I miss something along the way? I have no reason to spend $99 for a developer account, but I really do want to (1) get rid of this scrap of Web data and (2) learn how to keep such things from happening again.
