Is it possible for some of the features on an iPhone to still be utilized over Wi-fi if the phone is no longer connected to a network like AT&T or Verizon? In other words, we're no longer using the phone to make calls, but could some of the apps like Safari, mail, etc., be used over a home network or via public wi-fi?
Yes most Apps and features will continue to work over wifi and do not require active cellular service to work.
The only things that will not work, really are cellular calls and SMS.
Things like Facetime calls and iMessages can continue to work on Wifi only.
The barometer should be if it runs on an iPad without a cellular plan it should work the same on the iPhone. While this is not a 100% guarantee development between a cellular and non cellular version of the same app for iOS for both devices should be similar if it's not identical.

My wife is considering downgrading to a simple, "non-smart phone" that doesn't require a data plan and we were wondering if her iPhone would still function over wi-fi similar to an iPad or iPod. Besides the inability to make calls, would she be able to use most of her current apps if they work over wi-fi?
yes, the phone will function wi-fi only but will not be able to make calls, except emergency calls.
