ios 10 problem in finishing setting up icloud

After updating to ios 10, the following are the problems,

1. Still showing 1 pending item in followup list, which says "finish setting up icloud". But after entering the icloud password and 6 digit code, the page gets struck. Tried so many times, but still shows as 1 pending follow up item.

2. "Memories" option in "photos library" is not working. Always it keeps on scanning, and never finishes scanning.

For whatever reason, it didn't work for me. Originally it was asking for the passcode from my iphone. It didn't like that because I was using the same passcode for my ipad. I turned off two-step authentication and it no longer asked for my passcode, just my icloud password. I put it in, but the reminder still remains that I need to finish setting up icloud. I followed your steps and signed out and deleted it. Still stuck. Thanks for any helps. BTW it's a brand new ipad air 2.

I badly need help with this too. I cant follow the recommended fix posted because I dont have mac. All I have is an iPhone6. After updating my iOs, it goes into the same error "finish setting icloud" then all my pictures were gone. When I am trying to click the followup, its asking me to input a password from other device that uses the same icloud id that i dont know where. I dont have other devices. Why do I have this error. Please help

I had the same problem regarding "finish setting up icloud". I fussed around and the following worked for me:

1. I was signed into icloud (after the upgrade, I was asked to sign-in to icloud), so I signed out. (Settings > icloud). When asked if I wanted to delete icloud items from my phone I said "yes" as I knew they would remain in icloud, plus I had saved an encrypted backup of my phone in iTunes before the upgrade.

2. The settings screen still showed a "Follow up" for completing icloud. I tapped on that link.

3. Instead of asking for my passcode, which it had done originally, I was prompted to enter my icloud credentials, which I did.

4. Next I was asked to enter the password I use to log in to my MacBook Pro. (It seems like it's a type of two-step verification. The dialog box indicated that Apple doesn't have/know/save the actual password, so I'm figuring it's using a hash value to compare it to what it has--just a guess on my part.)

5. I was then prompted to enter my phone's passcode. This time, after 5-10 seconds, the verification was complete and the follow up notice was gone.

You can try to log into www.icloud.com and see what other devices are linked to your account. Once you've logged in, click on Settings and then scroll to the My Devices section of the page, toward the bottom.

If you have no other devices, try the process outlined here again while staying logged into icloud in your PC's browser. That may be sufficient or you may see a prompt in the browser related to completing the phone setup.

Note: If you've enabled two-factor authentication on your icloud account, when you log in from you PC's browser you may see a pop-up window on your iPhone asking you to "Allow" the PC browser's access to your account. If that happens, click Allow and the phone will then display a 6-digit number that you need to enter in the browser (which by then should be requesting you enter the 6-digit number).
