SMS is a carrier feature, contact them and let them know you can't use their service.

I have already talked with them and they did everything they could including replacing SIM card.  They have had multiple iPhones with this issue since it was updated with new iOS.

Who is your carrier? What country are you in?

I have the same carrier and don't have an issue with SMS.

I have few friends on the same carrier and have no issue with SMS.

I would check back with AT&T again and maybe talk to someone higher up.

I have no such problems with iOS 10 on my iPhone 6, nor does my wife.

I've seen this kind of thing before with AT&T. Call them back. Ask them to re-provision your account. Escalate the call until you get someone who knows what that means. The front line support people are pretty clueless.

Has this been resolved? I am having the same issue with my phone and have been since the same date as you.

I'm also in the US and an AT&T customer. I have done everything suggested by both AT&T and Apple as well as a factory reset. We cannot replicate the issue in store because it only does NOT work in certain areas around my city (weird I know).

That would especially be an AT&T issue if it is only in certain areas of the city. As indicated before, SMS is a carrier function. Apple has nothing to do with it at all. There are no settings on the iPhone to enable or disable SMS, or to adjust it. The setting in iMessage that says SMS, is for allowing iMessage to use SMS if iMessage is unavailable. Contact AT&T again, and elevate it to their technical support, or engineers.

I've been to AT&T twice since my last message. Last night they re-provisioned my account and/or re-sent activation as well (after retail called the support line). The issue is still not resolved.

I am going to have to call AT&T support from my trouble location (I did this already once and they suggested the sim card switch). They told me I need to have a second phone near me to see what is different in the process so I might not be able to go ahead with this yet.

Besides that I only have a few options left to try before I give up and go back to ios 9

    1. I can do another factory from itunes (in case I did it through my phone before - apparently there's a difference)
    2. I can put my sim card into someone else's phone to determine if it has something to do with my account or the software proove it's a carrier issue (I'm having trouble finding another phone with a nano card)
    3. I can wait until the next ios update
    4. I can wait until there's a carrier update from AT&T

Slowly putting together all the pieces...

There is probably no point in #1, though it will do no harm. And, #3 will not solve your issue as it's a carrier issue.

Had the same issue. Go to Settings - Cellular - Cellular Data Options, then toggle Enable LTE to the "off" position. Should fix the issue, I think the update just reset a few things it probably shouldn't have.

You should not have to disable LTE in order to use a basic service. And, the vast majority of people don't have to do this.

This would only be relevant if you are in an area that does not support LTE, although the phone would automatically revert to the highest connection available.

I don't think the data connection type should be relevant at all for SMS.
