Where did convert to AAC go in iTunes 12.5x

My options are correct under preferences and yet I can't right click on a song and receive the "Convert to AAC" option.

Furthermore, it appears the options (right click on a song) are somewhat different.

Did Apple remove this feature? I am trying to create ring tones and am uncertain how to do this now.

It's now done via the File drop-down menu, select/highlight the track(s) that you want to convert and then (assuming that have AAC selected on the Import Settings in Preferences) :
