Why am I not getting notification of update to watchos 3.0 public release?

When I open the watch app on the phone, it says my series 1 watch is up to date with os 2.2.1

My phone (6 plus) is at 10.0.1.

I was in the beta program and only received updates for the phone, never for the watch. I removed the certificates of beta from the phone and from the watch app, rebooted the phone with no luck.

Suggestions?
