Connecting to home wifi when there's no internet connection w ios10

Hi,

Since ios10 it appears my phone won't connect to my home network if there's no internet connection. This is a pain as I used to be able to reach my router's setup page in safari and reboot it from there. But if iOS refuses to connect to the network I have to physically get to my router, hidden away behind the tv cabinet, and power cycle it. I have wifi assist turned off. Am I missing something- surely I should be able to connect to my network whatever the status of its internet connection.
