Pages creates two types of document—word processing documents, which contain a 'document body' where the main text stream is placed, and page layout documents, which do not include a 'document body'
In a word processing document, pages are added as needed to accommodate the text placed in the document body. When the insertion point is in the text in the document body, you can also force the addition of new pages by inserting a page break, using the menu in the Insert button, selected in the image below. The page break will be inserted at the insertion point, and any body text following the insertion point will be moved to the new page. If the insertion point is in text in a text box, in a shape, or in another object, the three 'Break' items in this menu will be greyed.

In a Page Layout document, there is no 'document body'. All text must be placed in text boxes, shapes, or other objects. Each page is a separate section. With the insertion point in the text in a text box, the menu in the Insert button is changed:

To insert a new page (which is also a new Section), select Page.
