When I press and hold the app icon now I get a context menu. That's super handy. That also used to be how I rearrange and delete apps. How do I rearrange apps now?

The trick lies in how long you press and hold. A "soft", sustained press usually brings up the delete 'X' and gets the icons shaking with excitement. A "hard" sustained press usually brings up the context menu. Complicating things is that the hard sustained press takes a second or two to produce the context menu; the soft, sustained press takes a second or less to go into delete mode.
Is the hard and soft, the force of the press, really the determining factor? Well, I calls 'em like I sees 'em: It does seem so to me, but learning to get it right has been frustrating, and it still seems to be luck-of-the-draw when it works, but in my experience, the force of the press, and the duration, seem to make the difference.
With 3-d touch enabled (since you lose features by turning it off), simply press the icon as lightly as possible. You will get used to how lightly you need to press it. It doesn't take long. This way, you won't lose other features when you press harder. Good luck!!!

Lightly touch and hold your finger on an app icon until they all start to shake, then drag the icons around to where you want them.

The same way, you just need to hold on the app lightly until it wiggles.
Hold on the app to hard and it enables 3D touch..

You're welcome and yes it is sensitive.
you can adjust the 3d touch - setting - accessibility - 3d touch - change the sensitivity.
Go to settings
Accessibility
Turn off 3D Touch
This will allow you to long press apps to Uninstall or move around
Turn back on 3D Touch
That's great. I was able to put my apps back where they were. However. Now I've lost the, I guess, 3-D capability. When I press & hold the app, I don't get the short cut menu of the app anymore. I've done a soft reset, didn't work. Also, when I'm typing & move to the numerical keyboard, after I hit the space bar, the letter keyboard doesn't come back. I have to move it back manually.
I just went into settings > Accessibility > scrolled down till i saw 3D Touch and turned it off. You can also adjust how sensitive the 3D Touch is. You can even Test your settings. But seeing as i find this feature annoying, i just turn it off since I personally find it pointless.
