It sounds like you don't have much of anything in your Photos app yet the Settings shows you have much more space used there than what should be. I would start by forcing the Photos and Settings apps to close:
Force an app to close on your iPhone, iPad, or iPod touch
Then restart your phone:
Restart your iPhone, iPad, or iPod touch
If that does not get the storage to update and show correctly make a backup of your phone to iTunes and let us know:

Sep 24, 2016 11:26 PM in response to sterling rby Brony1942,I've done all those thing. Restarting, and closing the app. They didn't solve my proble. I have my phone back itself up on iCloud every once and awhile. Should I get a back up on my computer as well?

How to back up your iPhone, iPad, and iPod touch
Then restore the iPhone to factory defaults with this article:
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
Once that is done, restore from your backup and make sure that your space is reclaimed as it should be.

Up until this point you've done all the applicable troubleshooting for the symptoms you are seeing, so this is the next step in the process.
