Q: Family Share - Purchased Apps

We are currently paying for the Family Share plan. All members have "share purchased apps" turned on. We can see each other and download each others content as long as it's free. The purchased apps still come up with "purchase app". We have gone to app settings and clicked on "restore purchase", but we get an error that no record of purchase for that family members apple ID. We shouldn't have to change the apple ID to the original purchasers ID, that defeats the purpose of Family Sharing. Is there a step we're missing?

Thank you, but I read that article before I posted. We can already see each other's purchases and open them. However, if we try to use  purchased app, we get an error that we need to purchase In App Store. We tried clicking on restore purchase, but get an error that there is no record of that purchase on apple ID (Family member that did not originate purchase). The only way is to log out of apple id on that family members phone, log in using Apple ID of original family member who purchased the app we are trying to use, then restore purchase. This goes against what family share advertises.
