iOS 10: Unable to update apps due to Terms and Conditions timeout

I updated my iPhone 6s to iOS 10 a couple of days ago and now seem to be unable to update apps. The issue appears to arise due to a prompt to read and accept the new "Apple Media Services Terms and Conditions." When I click the button to proceed to the terms, a new blank window pops up and then things just churn until the request times out (see pictures). A similar thing happens when I click 'view apple id' in the app store or through settings, though in this case the terms prompt doesn't show up and it just churns until timing out. It seems to me that the problem lies with the redirection to the apple terms. Has anyone else experienced this since updating or does anyone have any advice?

Things I have tried already:

- force closed settings and app store

- restarted phone

- signed out and signed back into apple id (this function works in both the app store and settings)

- tested 'view apple id' on my wife's phone (6s on the same wifi network), successful but the phone is still iOS 9

- tested 'view apple id' through iTunes with my macbook, successful and I don't seem to be prompted to agree to the new terms

Thanks!
