itunes not detecting devices

recently downloaded iTunes 12.5.1 for Windows (64-bit). Every time I connect my devices to my computer, it doesn't detect it at all in itunes. They show up in my windows files and i can import pictures and videos but i just can't sync anything new on to my devices. I tried restarting my computer and devices as well. that did nothing. please, can anybody help me? I have a iPhone 5s (ios 9.3.5) and a ipad mini gen.2 (ios 9.3.5).
