    Hello babciax2,

Thank you for using Apple Support Communities.

I see that you are not abel to open a Numbers spreadsheet and getting the quoted error message. This sounds like that document is set for collaboration. Collaboration for Numbers is explained in the following support article: About collaboration for Pages, Numbers, and Keynote

This section describes what you are seeing:

    Edit when you're offline

On Mac and iOS, you can only open a shared document when your device is connected to the Internet. If you aren’t connected, or if you go offline while collaborating, the app displays an alert asking if you’d like to work on an offline copy of the document.

    Best regards.

Thank you for your reply, sadly the problem is that I AM  online and every other spreadsheet will open except one. I can open it on my iPhone but not on my iPad.

    Hi babciax2,

It sounds like there is something specific to that spreadsheet. Since you are able to open it on your iPhone, a couple of suggestions are emailing a copy to yourself on the computer, saving it as another document, or copying the data from it into a new document.

If that fails, you may find more information by using another one of Apple's support resources - Contact Apple Support
    Cheers

Yes, the Numbers is Offline message ends with  Check your internet connection or edit a copy. I therefore have a copy that I can work on. My message to the Community was because I wanted to understand why the spreadsheet was unavailable to open despite being online. I guess I can now make the copy the main spreadsheet and delete the malfunctioning one.

    Thank you for your help.

I have this too.  It occurs with all my spreadsheets that I am sharing using the Share link via iCloud option available in the previous Numbers and OS versions.  If I look at these files in the iCloud Numbers folder, they have Shared by me against them.  I can find no way of unsharing them, so making a copy seems the only way around this.

So the new collaboration feature is incompatible with the old Share link via iCloud facility, which is no longer shown in the new Numbers.  So I cannot share with my parter until she updates too.

Perhaps an understandable limitation, but the error message is very unhelpful and misleading.
