Forgot pin, ipad disabled

I need to reset my ipad and the officeial guide does not work: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

I can do just the 3rd option "Erase your device with recovery mode". When I follow the steps after ipad restart iTunes asks me if I want to allow ipad data access. When I select yes, ipad requires pin. When I select no, nothing happens, ipad does not connect to ituons.

How to resolve this?
