To start, you are asking how to listen to music that is part of Apple Music offline. That is easy. Just look over the tracks that you want. This could be from an album, artist or playlist. Once you have an idea of what you want to listen to, just tap the  button next to the song. This will download the song's right to your iPhone and can be played backed regardless of your internet connection. If you do not renew your Apple Music Membership, the contents of your iCloud Music Library would not be accessable on your iPhone. Now since you are moving to a different country, you will want to change the iTunes Store country as soon as possible.
