How is it 'stuck' ? If when installing/updating have you tried a soft-reset/reboot of the iPad to see if that gets it to finish : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the ‘slide to power off’), after which the Apple logo should appear.
If it is installed but doesn't open have you tried closing it via the iPad's taskbar and then retried opening it ? If it is installed and the 'x' doesn't show so that you can try deleting it check to see if you have Settings > General > Restrictions > Deleting Apps set 'off'

Sep 18, 2016 10:55 AM in response to King_Penguinby tomra2,Problem solved. I had to connect to iTunes on my PC, delete Facebook from the iPad via iTunes and then reinstall. It seems that iPad started upgrading while still updating apps. But I still do not know how to downgrade to IOS 9.

The problem is that several apps refuse to load, and the only way to make them work is to delete them via iTunes and reinstall. Boring and time consuming. The fact that the iPad is erased when downgrading, is reason enough to wait for upgrades for the different apps.

Personally I would go thorough the pain of erasing & reinstalling, if the iOS update broke your apps there is no telling what else it could have failed to do correctly.
Backups are the key to making smooth upgrades (or undoing ones that break), use iTunes to make an encrypted backup. Then open the iTunes Preferences and right click it the backup under devices, select 'archive'.
That will remain in place even after making new backups - iTunes normally overwrites them by default. Encryption ensures your passwords are saved.
I suspect you may be able to make a backup now, erase then restore it. The apps should be restored from the local copies as far as I can tell. The backup contains the app data but the apps are managed in the iTunes library.
Someone please correct me if this is wrong.
