Apple Media terms must be accepted but I can't get past the notice

I was unable to copy my iPhone 6s backup to my iPhone 7, so I used my iPad backup. When I turn on the new phone I get a message saying the media service terms and conditions have changed and I must agree before I can continue. But the message won't go away even with Cancel.

-Install iTunes

-Connect your phone

-Purchase any Video, audio, etc from store (it is OK if you don't have credit card or debit card)

-New terms and conditions will be presented to you and you can agree to them (if you want).

-Problem Solved.

I am facing a similar issue.

Cannot connect to App store

Cannot update Apps

Message "Apple Media Services Terms and conditions have changed. Before you can proceed you must read and accept the New Terms and Conditions "

But the frustrating part is that I cannot get the terms and conditions on my phone to be able to accept them.

Already updated IOS, cleared App store cache, didn't a soft relaunch. Nothing works.

I understand from your post that after restoring your iPad backup to your new iPhone 7 you are not able to agree to the terms and conditions or cancel them. I know how important it is for you to be able to set up your iPhone 7 so you can begin using it. Because your iPhone has become unresponsive in this manner, I would force restart your iPhone.

How to force restart

You should force restart your iPhone, iPad, or iPod touch as a last resort, and only if it's not responding. Follow these steps to force restart your device:

  • On an iPhone 7 or iPhone 7 Plus: Press and hold both the Sleep/Wake and Volume Down buttons for at least ten seconds, until you see the Apple logo.
  • On an iPhone 6s and earlier, iPad, or iPod touch: Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.

I was unable to resolve this issue on an aging iPad 2 running iOS 9.3.5 (the latest one available for iPad 2 at the time of writing). Restarting didn't help. Then, I was able to resolve this by turning off all "Restrictions" and trying to update the app in question through the App Store. This time around, iPad showed a pop-up after "OK" was pressed. Pressing "Agree" on the pop-up resulted in the app update to start downloading. So, I guess there was some conflict with the "Restrictions" being turned on.
