If the command is missing, that is a new feature. Since SSD drives can be damaged by secure empty trash, and most new Macs have an SSD inside, the feature was removed.

Secure Empty Trash was removed from OSX El Capitan becasue it did not play well with solid state drives (SSD fitted to so many new Macs.
