Thank you for using the Apple Support Communities. I know having an issue with images in an app on your iPhone is not what you expect. If I understand correctly, you are able to access Facebook but not any images or videos in the app if you're on Wi-Fi, but if you turn off Wi-Fi and use cellular data, you're able to view the images and videos in the Facebook app. First, if you're on a school or work Wi-Fi network, they may filter content like this, so I would test this issue on a different known good Wi-Fi network. Otherwise, you may need to troubleshoot the Facebook app with steps like force the app to close or reinstall the app, as this article describes:

Once that is done, restart your device as the shut down and start up process is important to keep the iOS software running properly:
Restart your iPhone, iPad, or iPod touch
