Why do I keep getting "Cannot restore backup" error message

I have tried ressetting my phone multiple times and I've used iTunes to completely reset it, but I cannot restore my iCloud backup. I've done basically everything, but it's no use. Apple representatives and T-Mobile have not been able to help me and said other people are experiencing the same problem. What should I do?
