Hi. Do you have any restrictions enabled on your devices? Are you using a profile that might restrict usage? It's definitely still present on my iPad Air, iOS 10.
Yes, that's possible, although it would surprise
me to have restrictions on both my iPad and iPhone.
How can I check that, and how can I remove them?
Look under Settings > General > Restrictions. If they're enabled, you'll need a passcode to alter them. If your devices are from a school or business, you may have a profile. If so, it will be in Settings > General > Profile. Not much you ca do about that.
