Can Location Services switch devices "automatically?

If you have multiple devices under one Apple ID, can Location Services default to another device on the account without user interference under any circumstanc, for example an upgrade to a device? I have 4 devices on one account. 3 devices are running 9.3.5 while one is running a lower version on an iPhone 4S. Recently Location Services was set to the 4S rather than the iPhone 6S on the account as it should have been. Can this happen without user interference? For this to happen would a person on the account have needed to select it in Location Services under Privacy or in Find My Phone? Thanks.
