According to review and my experience iPhone 7 is performing slower than iPhone 6s in rebooting, opening app games. So should I prefer iPhone 7 over iPhone 6s or not due to this downgrading performance in iPhone 7.
Buy whatever suits your needs and budget best.
Boot time is slightly slower. Opening some apps may be slightly slower as the apps may be significantly larger on the iPhone 7 than they are on other models (see this article for an explanation of app thinning). This delay should normally only occur the first time you open an app or if you have not used it for quite a while. Overall performance of the iPhone 7 should be significantly better than the 6s.

If you can afford buy the latest & greatest.
It is clearly that 7 is better than 6s, not only in screen, but also in camera, cpu, sound, and so on.
