A quick question;
Is there or will there be an OS X Server release for macOS Sierra?

Speculation on the Forum is not allowed. If you are operationally using Server in a production environment, you will know that there are absolutely no prices to be the first or even amongst the first to run new software.
The focus is rather on stability before additional functionality, and most people in this environment make more than triple sure that their clients are not affected, and if, minimally so. Therefore we all live virtually in fear before doing so, and triple test everything separately that we deem necessary and even things that we don't deem so out of fear that it might impact negatively on the necessities.
Server 5, and/or it's upgrades have been announced by Apple as the way forward. Given the history of how they went about it from Yosemite to El Capitan, it would be reasonable to expect the same. If you are very brave and/or clever you can of course get involved in the Beta testing environment with Apple, but I would not recommend that in a production environment. In fact, Apple explicitly cautions against that.
