Q: Cannot connect to the App store

I am new to Mac and need to restore the operating system on my used MacBook with OS X El Capitan and I cannot connect to the App store to download the OS X ,I also cannot restore by holding the command+R key or the command + option+R key as it only opens the login screen, I have tried it many times with the same results, I went on uTube and the videos shows to go to the app store to download the operating system and the MacBook will not connect to the app store, What can I do???

MacBook, OS X El Capitan (10.11.6)

    Did you input correct your AppleID as well as password?

    Thank you for responding as I am lost,

    Yes I have the correct Apple ID and had to have it unlocked as I have not used it for some time and also changed my password yesterday, Like I said I am new to mac and purchased a good used MacBook as I want to get away from Microsoft, When I got the Mac I changed the computer name as the previous owners name was still on it and I setup my email and it worked,then I added my wife's email and locked the changes and then restarted the computer and when I checked the list of users the lock was unlocked and would not lock and my email would not work, when I try to set it up again I would get to the window that asks what apps I want to use with my account the choices were Mail and Notes I left both checked and click on done and nothing happens, I searched the support and could not find any solutions, Your help will be much appreciated.

    Also every time I start the Mac I get a message that "Message agent wants to use the login keychain" and wants me to enter the keychain password

    The link that you provided in your reply is the same place that I went to get to you and I cannot find any solution to my problem, I can sign in to iTunes but not the App store so my apple id and password is entered correctly as far as I can determine or is there another way to enter it to get to the app store?? I did not receive a reply to my last message, Please tell me what to do!!!
