Hello I have header and a line under it. For character like j, p, etc. the bottom is cut off by the line; how do I bring the text to be in front of the line? I tried bringing back the line.

Select your line segment, and then Arrange menu : Section Masters : Move Object to Section Master. This will put that line in the background on every page, and your text will appear over the line.
You might also consider giving your line more transparency, or less dark coloration, so that it does not interfere with the legibility of your character descenders.
