Can't Reply to Text Message from Notification or Lock Screen

Ever since I upgraded to iOS 10, I can no longer quick reply to incoming text messages from my lock screen or notifications screen. If I swipe left on the message, I can only click on "View" or "Clear." How do I turn back on the "Reply" feature?
