Thank you for bringing your question about Safari and other apps running slowly after updating to iOS 10. I've been using iOS 10 and really enjoy the new features, so it's my pleasure to help you with your iPad.
For safety sake let's do a backup of your iPad:How to back up your iPhone, iPad, and iPod touch
You mention that Safari and other apps are lagging, so let's address that by following the instructions here:If an app you installed unexpectedly quits, stops responding, or won’t open

In particular if Safari is being especially slow, be sure to try going to Settings > Safari > Clear History and Website Data.
