Q: Apps are lagging after installing iOS 10 .

Several apps including safari are lagging very often since I've installed iOS 10 . Is it happening with someone else also or I'm the only unlucky person? How to resolve this problem ? If it's happening due to some other apps then why it's not being checked by app store department? Why giving fake promises of best app store ? As I'm a student and I'm using my iPad for my studies these problems are wasting my time.

For safety sake let's do a backup of your iPad:

You mention that Safari and other apps are lagging, so let's address that by following the instructions here:
If an app you installed unexpectedly quits, stops responding, or won’t open

In particular if Safari is being especially slow, be sure to try going to Settings > Safari > Clear History and Website Data.

But this didn't resolve the problem. safari was working much more smoothly earlier. Even I've done full reset of my iPad but the problem is still there.
