Welcome to Apple Support Communities! From what I'm understanding from your post, you have enabled My Photo Stream on your iPhone, but you're having an issue enabling it on your Mac. I certainly know how great it is to have your Stream photos available on all your devices, and I would be happy to help.
There's another way to enable My Photo Stream, so try these steps instead:
- Open the Photos app on your Mac
- Click the "Photos" menu (upper left corner, by the menu)
- Click "Preferences..."
- Go to the iCloud tab (sign in with the same Apple ID you use on your iPhone if prompted)
- Put a checkmark next to "My Photo Stream"

Sep 20, 2016 5:32 PM in response to metro0308by gmac93,This is definitely a bug. I have the same problem. It does not check the box in settings no matter how many times you click it. It will always appear blank when you open it up again.
If I check it in Photos it still does not update. The Photo Stream menu item does not appear unless I stop PhotoStreamAgent and check Photo Stream in Photos. Then the folder/menu item appears and rebuilds the stream but it doesn't update the stream if I take a new picture. Very frustrating.

Sep 20, 2016 8:34 PM in response to gmac93by gmac93,I was able to fix this problem by rebuilding the photo library and then turning Photo Stream back on. Now it updates just fine.
- Quit iPhoto if it is open.
- Hold down the Command and Option keys on the keyboard.
- Open iPhoto.
- Keep the keys held down until you are prompted to rebuild the library.
- A dialog will appear with rebuild options. Select the options you want to use.
- Click Rebuild to begin the rebuild process.
