iPad mini won't download iTunes media

My iPad mini model A1432 runs iOS 9.3.5, which is not capable of updating to iOS 10 as per Apple. However, since iOS 10 was released to compatible iPads, I cannot download media that I already purchased from iTunes. I do not get an error code. I only get a message that says "Download error. Please tap arrow to retry." Every time I retry, it retries the download, I get the same message again and this continues in a never-ending loop until I stop "retrying."

Is this a solvable problem? Or is this a bug in iOS 10? And, if I cannot download media already purchased via iTunes can I please be refunded for all of the media I can no longer download to my iPad?
