After updating my 6s to ios 10 my safari doesn't work. What can I do?

I am also having the problem with safari not working since the update. It does not happen
everytime. It gives you an error notice saying that you are not connected to the server. But the
only thing not working is safari, all other internet based apps are running fine (instagram,
pinterest, etc.) It's happening on my iPhone SE and my iPad mini 4. I have tried restarting my
devices and I have also disconnected and reconnected to my wifi. It will work once after you
do that, but then next time you open it you get the error notice again. PLEASE HELP!
