Hi. They may be built in apps, like Weather, that are not available on iPad. You can use 3rd party apps instead.
Let me give you an example. Accu-weather is available in widgets on my iPhone but not on my iPad.
Do you have an Accu-weather app on the iPad? If you see this widget on the phone and there's no app, it's because iPhone iOS has features that are not included on iPad. This has always been the case.

Just a thought here. I assume that you're tapping Edit on the Today page to view the list of available widgets.
I have Accu-weather on both my iPhone and iPad. And yes, I did hit edit. For whatever reason Accu-Weather and also Yahoo financial are not an available choice on my iPad Air, but are available on my iPhone.
All clear. As a test, I just installed Accuweather and the widget was immediately available. All I can suggest is that you check for an update.

For some unknown reason it's not showing up on my widget list when I use the edit button. So I'm back to my original question. How do I get it on my widget list?
Try uninstalling, and reinstalling the Accuweather App.
