I understand that issues like this can prevent you from using your iPhone, and we can suggest some steps to help troubleshoot your device.
If you look at the article Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings, were these the steps you followed? If not, I suggest trying it again with those steps.
Next, if you disconnect then re-connect the sync cable does that make any difference?
