iPad Mini 3 64GB CPU consistently maxing out

The CPU on my iPad Mini 3 64GB is maxing out pretty consistently with the Mail, Safari and 1-2 other apps open. Web pages won't load, Email does not download and the search function freezes. I've also noticed today that when saving an email as a draft the body of the email is truncated and does not seem to come back...My iPad has the Samsung A7. RAM doesn't seem to max out and disk has nearly half free...Anyone else having this problem?

Hi. Are you sure it's not running with memory full? How are you seeing the memory and CPU usage? Is Background Update enabled for many apps? Could you try turning some of them off and see if it helps?

Only about 12 of about 60 apps have background update turned on. To view the CPU, RAM, Storage, WiFi I'm using the paid version of an app called Lirum Info. I did shut off background update completely and it made a very slight difference from what I could tell...another nearly constant problem is with the standard email app and my iCloud email account...my drafts are saved on the server because I often pick up where I left off on another device. My iPhone retrieves the drafts without issue, but my iPad can sit for hours trying to open a single draft, and this is on the same wireless connection the iPhone is on...

Hi

Turn off apps refresh that will help also you will get more battery life .

I would go to iCloud backup now then restore back to factory settings

This will get rid of any bugs .

Set back up over your WiFi when it asks if you want to use iCloud backup say yes .

Do you have a lot of photos? Maybe so many that only compressed copies (optimized) are stored on the iPad? The Photos app may be working hard to populate the new People and Places albums. I don't know if there's any solution but to wait.
