How do I see the contents of what is currently on my iCloud. I'd like to see those files presented in a file manager-type view so I can sort through and delete if necessary.

Go to iCloud.com, then click on your iCloud Drive icon. I'm hoping that's what you mean or what you're looking for.
From iCloud.com, you will able to view the contents of your iCloud Drive as files and folders. You will see icons for each, but there is no file manager.
All the other content is viewable in the context of what it is. Contacts, calendars, reminders, photos etc.
i don't see any file folders for files when i'm signed into my icloud account. Only information about the service, links for support, etc. I have icloud enabled and turned on but i don't see where the actually contents are listed online.

Have you checked out the link I provided?
Look for this...
Then look for the iCloud Drive icon on your iOS device.
Then tap on the icon and you will see what files and folders you have access to. This will match whatever you have placed there from a Mac or PC.
