Q: Now that I upgraded to Iphone 7 plus, Windows will no longer save my photos when I connect the phone.  It also does not show in "My Computer" allowing me to manually start the process. Is this a new feature?

I used to back up the photos on all my other iphones using the Windows tool.

Make sure you have the latest version of iTunes, 12.5.1, loaded on the computer. That loads the latest drivers for the phone, and should ensure that you can do what you are looking for. It may be there are not any photos that have not been accessed/uploaded. Try taking a photo and then connecting your device to the computer. If you do not have iTunes 12.5.1, then update that first before taking the photo and attempting to connect.

I am on the newest version, 12.5.1.21.  I guess there was a change in security on the device, I was able to get it to save the photos by disconnecting the phone, unlocking it, and connecting it back.  So you have to unlock it before connecting to the computer.  I never had to unlock the older phones.

I've never unlocked my phones either, nor have I had to unlock my iPhone 6S since I updated. Maybe a glitch for your particular device. Try a reset.
