Why does Paste behave like Paste and Match Style?

In Pages 5.6, when I paste something with no formatting next to something bold or italic or whatever, the pasted item will appear with the same formatting as its environment even though I specifically chose "Paste" and not "Paste and Match Style" (with both keyboard shortcuts and directly clicking the menu item). Both options appear in the Edit menu, so there must be some distinction between them, but they both appear to to the exact same thing for me. Is there any way I can change this?
