Then let your iPhone stay in a Wi-Fi area and connect it to a power source to let it receive photos.

- Your screen shot says "18.4MB available of 5.0GB on iCloud." This means you have used 99.63% of your available iCloud storage space. That sounds like you're somewhat tight (sarcasm included) on space there.
- If you are similarly very tight on your iPhone storage space, you will have issues, as downloading the photos to your iPhone will take space there. Check Settings > General > Storage & iCloud Usage > Manage Storage (under Storage) and be certain you have absolutely no less than 10% of your iPhone's total storage free - at all times.
- You should strongly consider Settings > iCloud > Photos > Optimize iPhone Storage = "On" if you do not regularly keep on top of your storage use. This, of course, will mean you may not always have all your photos available on the iPhone.

The latest one says: "1,369 items have not been uploaded to iCloud." This is understandable, considering you have 0.37% of your total iCloud storage space available.
The question is: Where are these 1,369 items? Are they already on your iPhone?

The new question becomes:
"i have over a thousand photos on my iPhone that I cannot transfer to my iCloud Photo Library because I ran out of space there. How can I move these photos to the iCloud Photo Library?"
The answer is simple. Purchase more iCloud storage space.
