Q: iOS 10, cannot review app (Cannot connect to iTunes Store)

SSince updating to iOS 10, I can no longer leave reviews for apps.

 

i can buy apps, I can update existing apps, etc with no problem.  But if I want to leave a review, I am asked to sign in to iTunes Store.  I enter my password, then get a window that says "Cannot connect to iTunes Store".

 

this is the case, regardless of if I am using LTE (AT&T) or wifi.  My location or what network I'm on makes no difference.and it happens the same on both my iPhone 6+ and my iPad Air2.

 

 

so- what's going on?

iPad Air 2 Wi-Fi, iOS 8.4, 128GB
