Q: Dictation accessibility sub-panel in Mavericks
I turned on enhanced dictation in Mavericks (10.9.5). All went well: the enhanced dictation was downloaded and it works. However, when I go to Accessibility in System Preferences, in order to work with dictation commands, there is no subpanel on the left for Dictation. Should that have appeared automatically, or do I need to download that sub-panel separately?

In Mavericks there is no pane for Dictation under Accessibilty: only the Dicatation & Speech Prefs pane which contains a few settings for Dictation.
What there is under Accessibility, which may be confusing you, is Speakable Items. This is independent of Dictation (and has been around a lot longer - many years); when turned this on allows you to speak commands which will cause your Mac to perform specified functions, such as opening a program.
