Static in my retina Macbook pro

So I first noticed this when the computer was charging. When the plug is in and I run my finger along the metal, near the keyboard, I can feel a small vibration. I know this is electricity. When I pull the charger out, the electricity stops. BUT, Im noticing some issues with the colors on the screen when, and only when, I watch videos on netflix (I know it sounds weird). But Im pretty sure this means there is some static electricity in my mac. So, how do I fix this issue before it gets worse?

MacBook Pro, OS X El Capitan (10.11.6)
