Q: iPhone camera flash

The camera on my iPhone SE is great in well-lighted areas, but when I attempt to take a shot in a darkened room, I cannot get the flash to operate properly; what I mean is, it simply won't flash at all and the photo is too dark.  So, I turn it on manually, and then when I tap the photo icon, the flash turns on instantly, but then there is a 3-4 second delay, while nothing seems to be happening, and finally the flash gets bright and the shutter clicks.  Unfortunately, by THAT time, my subject (a kitten) has changed position and the shot is ruined.  How can I change the settings so that the flash turns on instantly, as has traditionally been the case on most point-and-shoot cameras I have ever used before?
