iPad Mini 3 can't get IOS 10.0.1

I have an IPad Mini 3 and trying to update to IOS 10.0.1. ITunes sees and tries to download the update but the download hangs and never completes. In Settings|General|Software Update my IPad says that 9.3.5 is the current software and no update is available. My IPhone had no problems updating.

Are you running the latest version of iTunes? Did you try quitting iTunes, reboot your computer, restart your Mini and then try again? Try turning WiFi off on the iPad and then restart it. Give it a few minutes, turn WiFi on again and then check Software Update.

I have iPad mini running 10.0.1, I downloaded OTA via settings>General Software update.
