Thanks for using Apple Support Communities. It appears that has been locked somehow. You mention Activation lock but you hadn't done anything to cause it. I'll do my best to help.
Change your Apple ID password -- If you feel your Apple ID has been tampered with, change your ID's password.
Check if Activation Lock is turned on for your device - If your iPad Mini's locked, there will be more information on the next screen.Take care!
