So for those of us who are sight impaired or must work in a dark environment at times (no phone on or lights), there simply is no easy way to confirm that the phone has been set to ringer or silent.
I have no trouble telling this by feel. However, you can submit your concerns to Apple here:

It is not supposed to vibrate when you un-mute it. It should only show the ringer volume on the screen. It would only vibrate when you put it into the mute position.
I have this problem (in fact we all do). This is now a huge inconvenience. MY usual setting for many years is Vibrate on Ring, NO vibrate on silent. So if I was in a mandatory silent environment like a meeting or movie, and it was dark or low light level, I would reach into my pocket, toggle the silent/ringer button to silent, and know that it was in silent mode because there was NO vibration. Now there is NO vibration when toggling either way, to Silent or Ringer. That is unless one sets it to Vibrate on Silent, which I do not want most of the time. The vibration on some surfaces can be fairly loud, and when I put the phone in silent mode, I want it completely silent (like next to my bed at night). Anyway, there is no fix for this unless they do a software correction.

So it still does not vibrate when you first move the switch to silent and it does not vibrate when you get calls/messages.
Works just like you want.
How is this a huge inconvenience?
Well, it's a huge inconvenience. As stated, the IOS 10 update has a flaw where the silent/ringer switch will not vibrate once when toggling from silent to ringer. So for those of us who are sight impaired or must work in a dark environment at times (no phone on or lights), there simply is no easy way to confirm that the phone has been set to ringer or silent. In the past many years, if we set the phone to Vibrate on Ring ON, and set Vibrate on SIlent OFF, we knew that when toggling, a vibration meant the ringer was ON, no vibration meant the ringer was OFF. That may seem irrelevant to those who always can work in lights on environment, never go to movie theaters or don't mind pulling a phone out and on to change to silent, or are not sight impaired. Anyway, this is a know significant new glitch, probably related to new Haptic settings which are part of the latest upgrade for Iphone 7 and latest Ipad. Hopefully we'll get a simple software upgrade and get it back to normal.
Settings>Sounds>Vibrate on Silent>On
Yes i tried that one also on and i reset all settings also but still when i push upward its not vibrate.
I'm not sure what you mean by "upward". The mute switch is engaged when you push it toward the back of the phone and the orange color shows.
yes when i push it towards front (When i Unmute it) dat time its not vibrate.
Are you referring to the fact that it would vibrate to indicate that it was on? I'm not sure about the 5S, but with my 6S it is just a slight haptic response.
