Q: Apple ID
Apple ID has been disabled. What should I do to enable it? Don't remember answers for the secret questions and can not miss them, as the system requires for the answer before missing them.

You should be able to reset the account's password via email on http://iforgot.apple.com : If your Apple ID has been locked - Apple Support
You might then need to log out and back into the account wherever you're using it : What to do after you change your Apple ID email address or password - Apple Support
If you can't reset it via email then contact Support in the country where you are (and which is therefore the country on your account) to the account re-enabled : Contact Apple for help with Apple ID account security - Apple Support
