Sep 19, 2016 8:58 PM in response to P. Phillipsby OriginalName022,You're not alone. Mine has been that way as well since updating. It hasn't bothered me enough to look into it so I don't know if it's an iOS 10 issue or a phone issue that the user can fix.

Spent 35 minutes Live Chat with Tech Support. They are saying "I am showing that once you update that the entire system its reset and it the usage does take several days to start showing again."
So, am going to give it a few more days of usage and followup here with results

The standby and usage times should be updated as soon as the device is fully charged. I've been running iOS 10 for 6 days and the usage by app is working perfectly, just the times that haven't appeared ever (and I have been fully charging my phone). What I'm not sure is if our phones are just a few isolated cases or if iOS 10 is causing the problem.

Sep 20, 2016 9:11 AM in response to OriginalName022by P. Phillips,The Tech Support Person I Live Chatted with had me wait a few minutes while she turned-off her phone and rebooted. Said the Usage and Standby in Setting did NOT REVERT to zero and zero. I guess that is supposed to prove her point but . . . I am thinking like you - it is a bug in iOS 10.01.
To prove my point, have 100% charged the phone and running off battery. Will leave it on until it reaches about 10%. Then charge to 100% and again use for some time. Will note the figures and shut down for the night. Reboot in morning and note what has happened. I sense the bug is once turn off with less than 100% charge and back on later, our issue will return.
Like yourself, I did the upgrade Sept 13 and left it that way with our issue. On Sept 19 afternoon did a Wipe and reinstall of 10.01. Lets see what happens now.

Lots of users are experiencing this.
Hopefully Apple will come up with a new update soon that will address this main issue.
I am currently using an iPhone 7 with iOS 10.0.1

This one is now saying the Disappearing values in Setting / Battery USAGE and Standby once the phone has been switched off and back on is Normal.
When I mention previous Tech Support trying on her phone and values did NOT vanishing - - it is dismissed.
Arrive at your own conclusions but I think somethings is not right.

The times are visible once fully charged but reset to dashes once the phone is restarted. Prior to iOS 10, restarting did not affect this. It only happened when the phone was turned off while charging and then disconnected. I don't know if Apple intended to change this in iOS 10 or not. I am a developer and have access to the bug reporting tool, so I will submit this issue. Unfortunately I will not be able to obtain any new information from this, but engineering will see it and either ignore it because it isn't a bug, or they may or may not fix it, depending on how important they believe it is.

Have already submitted Feedback to Apple after the Tech Support session of 51 minutes. Maybe between you and more feedback to Apple they will address (if merited) this issue.
